THIRUVANANTHAPURAM: Mass transfers in the Local Self-Government Department have allegedly thrown preparations for the Sabarimala pilgrimage into disarray. Arrangements targeted for completion by the 31st remain far from complete. Several grama panchayats in Idukki, Pathanamthitta and Kottayam districts, which fall within the Sabarimala pilgrimage region, have no personnel in key posts, including secretary, assistant secretary, assistant engineer (AE) and overseer. The officials concerned are alleged to have secured transfers by using their influence with senior officials.

The transfer drive, which began a month after the new government took office, is continuing. Eleven mass transfer orders have been issued in the past four months. The 11th order, issued on the 16th, transferred 173 employees. It was issued under the unusual heading, “Correction to the transfer orders issued so far.” Even so, local bodies associated with Sabarimala were not given due consideration.

This is reportedly the first time that such a large number of transfer orders have been issued. Normally, general transfers are conducted online in April and May. Allegations have also emerged that organisations aligned with the ruling establishment and certain agents are conducting large-scale dealings in connection with transfers.

Pilgrimage routes lack essential facilities

Local self-government institutions and district administrations jointly arrange facilities for pilgrims along the pilgrimage routes. Local bodies are responsible for ensuring drinking water supplies and street lighting at key locations. They must also provide public toilets and 'Take a Break' centres along the roadsides.

Waste management systems, hotels and medical facilities must also be arranged. However, these preparations have reportedly not been carried out this time because local self-government institutions are short of staff.

Funds ranging from Rs 5 lakh to Rs 15 lakh were allocated to arrange these facilities.
