Nedumangad toddler murder: Helpline audio uncovers severe lapse by Child Protection Unit; Minister terminates employee

THIRUVANANTHAPURAM: A severe lapse by the District Child Protection Unit (DCPU) has come to light following the tragic death of a 1.5-year-old toddler, who was allegedly tortured to death by his stepfather in Nedumangad. The emergence of a critical audio recording has exposed the helpline authorities' failure to intervene, despite receiving clear warnings about the child's ongoing abuse.

The audio clip features a desperate plea from the child’s grandmother, Reena, who contacted the Child Helpline on May 3. During the call, she explicitly stated that the infant was subjected to continuous physical assault and revealed that both of his arms had been broken. Despite the gravity of the allegations, the child protection authorities reportedly failed to initiate any follow-up action or investigation.

According to the recorded conversation, Reena informed the helpline staff about the family background and the escalation of violence. She explained that during marriage discussions, the family had stipulated that the child's well-being must be prioritised. Arshkar, the stepfather, initially agreed to this condition, but the mother later left home with him against the family's wishes. Although the toddler stayed with his grandparents for about a month, the couple subsequently took the child back following police intervention.

The grandmother grew deeply concerned after receiving a photograph showing both of the toddler's arms wrapped in plaster. While the mother claimed the injuries resulted from a fall down the stairs, the absence of other bodily injuries raised immediate suspicions. Reena also recalled a chilling statement made by Arshkar on the day they left, where he allegedly threatened to treat the child like a stray dog after a few days.

Despite the grandmother’s emotional distress and detailed account, the helpline worker approached the situation with alarming nonchalance. Instead of offering immediate assistance or a resolution, the employee blamed Reena for relinquishing the child. The worker dismissed her concerns as mere assumptions, suggesting the injuries could have been from a vehicular accident and questioning why she had not confronted her daughter directly. When the grandmother inquired if there was any legal mechanism to gain custody and protect the child, the staff member deflected the responsibility, stating that only a court could make such decisions.

Following the public leak of the audio recording, Minister Bindu Krishna took immediate disciplinary action, terminating the services of the temporary Child Protection Unit employee involved.
The victim, identified as Arshid, the son of Akhila, succumbed to fatal injuries on May 23 after being brutally assaulted by his stepfather, Ashkar. The subsequent police investigation confirmed a pattern of systemic abuse. The post-mortem examination revealed the horrific extent of the torture, documenting 91 separate injuries on the toddler's body and seven broken ribs.
