Digital census 2027 update: Phased rollout confirmed as government approves online self-enumeration

NEW DELHI: The central government has finalised the operational framework for India's upcoming 2027 Census, marking the resumption of the national population count after a 15-year hiatus. This exercise introduces an online self-enumeration portal that allows citizens to directly input their household data, a major shift in policy aimed at modernising data collection and mitigating the risk of identity fraud.

As data collection transitions completely to a smartphone-based platform, authorities have established strict verification protocols to ensure public security. Citizens will be able to verify the credentials of visiting field officials by scanning a unique QR code displayed on the enumerator's mobile device. Officials have emphasised that under no circumstances will the census personnel request sensitive financial data, bank account details, or One-Time Passwords (OTPs).

The national exercise will proceed in two distinct phases, beginning with house-listing operations followed by the population enumeration. In Kerala, the self-enumeration portal is scheduled to open for residents from the 16th to the 30th of the launch month. Following the closure of this digital window, field enumerators will conduct mandatory door-to-door verification visits from July 1 to July 30.

Self-enumeration mechanism

While the digital submission of data remains entirely voluntary, individuals opting for self-enumeration must follow a structured, multi-step validation protocol:

  • Portal Authentication: Citizens must log into the official government portal at se.census.gov.in using the registered mobile number of the head of the household.
  • Geographic Mapping: The user selects their respective state and pinpoints the exact residential address within the system.
  • Data Entry: The applicant must respond to a comprehensive 33-question digital schedule regarding household metrics and family demographics.
  • Token Generation: Upon successful validation of the entries, the platform generates a unique 11-digit 'Self-Enumeration ID' (SE ID).
  • Field Authentication: This 11-digit ID must be presented to the field enumerator during the door-to-door visit. The official will retrieve the pre-filled data on their secure device to cross-check and finalise the entry.

The portal provides a 15-day operational window for citizens to complete the online filing at their convenience.

Statistical scope and national timeline

The digital questionnaire consists of 33 standardised questions covering varied socio-economic indicators. These include the structural composition of the dwelling (such as concrete or tiled roofing, and marble or mosaic flooring), assets owned (including vehicles, televisions, and liquefied petroleum gas connections), dietary preferences, and core demographic details of each family member. To accommodate regional diversity, the portal has been configured to support 16 major Indian languages, including English and Malayalam.

The broader phase of data collection—which includes the documentation of demographic, socio-economic, educational, migration, and caste statistics—is scheduled to commence in February 2027. Following the completion of field operations, data synthesis, and processing, the comprehensive new census data will officially come into effect nationwide on March 1, 2027.
