THIRUVANANTHAPURAM: As many as 28,141 cases of domestic violence against women were registered in Kerala over six years. The cases involved cruelty by husbands and their relatives, including sexual abuse. In seven years, 92 women died due to domestic violence, while 44 women died by suicide following dowry harassment over six years.

A total of 1,14,617 cases of crimes against women, including assault and kidnapping, were registered in the state over six years. Kerala also accounts for the highest number of cases in the country under the Protection of Women from Domestic Violence Act. Financial problems, mobile phone use, lack of trust, substance abuse and extramarital relationships are among the major causes of domestic violence. The ‘Speak Up’ task force, led by IG Ajeetha Begum, is working to support women facing such abuse.

Police often initially attempt to settle domestic violence complaints through reconciliation. However, the Women's Commission had recommended that the government direct the police to enforce the law. Following this, the Director General of Police (DGP) instructed officers to ensure the prompt implementation of court orders, including those granting protection to victims. Cases must be registered against those who violate such orders. The DGP also directed the police to ensure that victims receive protection orders, residence orders, monetary relief and custody orders. Victims are also entitled to free legal aid.

Preventing a woman from working is also an offence

  • Denying financial support to a wife and children, or taking a wife's salary or income without her consent, can invite legal action.
  • Failing to pay house rent and preventing a woman from using household necessities are also offences.
  • Any physical abuse that harms a woman's health or prevents her personal development can lead to a case.
  • Sexually abusive acts intended to humiliate a woman can also attract legal action.
  • Insulting a woman over dowry or for giving birth to a girl child, as well as preventing her from going to work, are punishable offences.
  • A woman can face punishment for abusing another woman as well.

Complaints can be filed through WhatsApp

The ‘Speak Up’ initiative offers several ways for women to report domestic violence and seek help.

  1. Complaints can be registered quickly through WhatsApp, mobile applications and helplines.
  2. The identity of complainants will be kept confidential. Dedicated officers will handle individual cases, and support, including counselling, will be provided.
  3. Shelter homes and vocational training centres will be established with the support of local self-government institutions.
