THIRUVANANTHAPURAM: Concerns have been raised that Kerala’s ration distribution system could be affected if a proposal under the Centre’s Smart PDS project to allow ration commodities to be distributed through private retail outlets is implemented.
The proposed change is part of the second phase of Smart PDS, as reported by Kerala Kaumudi. If implemented, it could gradually lead to the closure of ration shops, raising concerns about the future of the existing distribution network. Government-announced free ration distribution during emergencies, including floods, is also carried out through ration shops and could be affected, according to the concerns raised.
The state government had earlier agreed to implement the Smart PDS project. Food Minister Anoop Jacob will convene a meeting of department officials to discuss measures to address the possible impact of the proposed changes.
The All Kerala Ration Dealers Association has also decided to launch protests against the Centre’s move. The organisation will stage protests at taluk centres on November 2 and in front of Accountant General’s offices on November 24. A Parliament march has been scheduled for December 3.
One proposal being considered to address the challenges is to transform ration shops into modern outlets offering a wider range of services, similar to supermarkets. Although existing K-Stores already provide services beyond ration distribution, these facilities need to be expanded and made more attractive, according to the assessment.
“Smart PDS contains proposals that will mark the end of the public distribution system,” said T. Muhammadali, general secretary of the Ration Dealers Association.
