Will not accept incomplete films; power to change movie titles: Film industry raises concern over CBFC provisions

KOCHI: Film organisations came forward opposing the move that empowers the Film Censor Board to change the titles of films already registered. The Kerala Film Chamber of Commerce submitted a memorandum to the Censor Board, demanding the revocation of this provision, which they argue negatively impacts the creative aspects of a film, as well as its production and exhibition phases.

This provision—which empowers the Board to mandate a name change during the censorship process—was included in new regulations issued by the Central Board of Film Certification (CBFC) on October 16. Producers and technical crew members fear this will have a detrimental impact on films.

Under the current practice, film titles are registered with the Kerala Film Chamber of Commerce before production begins. Approval is granted only after a committee verifies that the title does not defame any individuals, the community, or any organisations. All subsequent activities—including distribution, marketing, and promotion—are carried out under this registered title. Industry organisations argue that being forced to change a title during the censorship stage would lead to significant crises, additional financial burdens, and an overreach of authority by the Board.

Incomplete films without background score, graphics, sound mixing, credits, and subtitles will not be accepted. No changes or additions are permitted once the certificate has been issued.
