Five committees to run Pattayam Mission

THIRUVANANTHAPURAM: Under the leadership of the Revenue Department, an order will soon be issued on the formation of five committees for the implementation of the 'Pattayam Mission', which aims to provide pattayam to all eligible people in the state. On the 25th of this month in Kottayam, Chief Minister Pinarayi Vijayan will inaugurate the pattayam mission.

The mission aims to find unused land in the possession of various government departments and distribute it to the landless. For the poor who have been in possession of land for a long time, steps will be taken to remove the legal obstacles, if any, to get the title deed.

More than 18,000 families in 1200 colonies in the state are eligible for pattayam. Their comprehensive data will be prepared. Meetings will be held under the leadership of MLAs in all assembly constituencies. A revenue officer not below the rank of Tehsildar will be the Nodal Officer. Action will be taken to give pattayam even if there is no deed to the land the people are living in.

Committees will be as mentioned

  • State-level monitoring committee with Additional Chief Secretary of Revenue Department as convenor for overall operational supervision of the mission. Secretaries of Local Self Government, Forest, Public Works, Power, and Water Resources Departments will be members. Their responsibilities will include locating and facilitating the distribution of land owned by various departments.
  • Committee with Land Revenue Commissioner as Convenor at State level to implement the scheme. Law Officer, Joint Commissioner and Assistant Commissioner of Land Revenue Department will be members.
  • A committee chaired by the District Collector to coordinate the district-level activities.
  • Deputy Collector (LR), RDO, and Sub Collector as members.
  • Taluk level committee with Tehsildar as Chairman and Deputy Tehsildar as the convener to find and hand over land and to identify the people who deserve pattayam. Members will be key officers of various departments.
  • Village level committee to work at the lowest level. The existing village-level people's committees will have this additional responsibility.
